@JaimeS
Hi Jaimes, a few weeks ago, I left a comment in response to the reports on SNOMED CT and ICD-10-CM in this Sept-Oct 2018 Research Roundup report (published November 15, 2018):
https://www.meaction.net/2018/11/15/sept-oct-research-roundup/
There was no confirmation that my comment had successfully uploaded and was awaiting moderation. As the comment has not appeared, I have posted again, today, this time using a different browser.
In case this does not upload, either, I am appending a copy of my comment in this thread as it concerns ICD-10-CM and the
September 2018 NCHS/CDC ICD-10-CM Coordination and Maintenance Committee meeting proposals.
(I've greyed out the comments that relate to SNOMED CT since these are not relevant to this thread.)
As I've said in my comment, I am concerned that the heading
"ICD coding changes on the horizon" may give some readers the impression that the proposals presented at the September 2018 C & M Committee meeting are a done deal.
Whereas, the outcome of these proposals has not been publicly disclosed and it is premature to state that there are "ICD coding changes on the horizon."
When you've got a minute, I'd be pleased if you could let me know whether my comment uploaded today has been received and whether the clarifications that I have suggested could be incorporated into the text of the reports.
Thanks, Suzy
As submitted on 8 May:
Thank you for your kind acknowledgement of my advocacy work. I hope you won't mind my pointing out the following clarifications:
In your report on SNOMED CT and the change of parent category for CFS, the implementation timeline in this paragraph isn't quite correct:
You've said:
"This recategorization was approved in July and published this October. This same reclassification was approved and published in the US SNOMED the month before (September 2018); and the Canadians incorporated the new classification as of October 30, 2018."
SNOMED International's terminology managers approved the request to relocate Chronic fatigue syndrome under the parent category, Disorder of nervous system, in February 2018.
This change was first implemented in the July 2018 release of SNOMED CT's International Edition.
This change for CFS in the International Edition was subsequently incorporated into the US, Belgium, Danish and Netherlands editions in September 2018, and in the Canadian and UK editions in October 2018. (All national editions have now absorbed this change.)
In the section on ICD, where you have:
ICD coding changes on the horizon
Changes in classification have been proposed within the ICD, or the International Classification of Diseases etc.
I would suggest that it needs to be clarified at the very beginning of this section that the proposed changes you have listed refer to proposals for the US specific, ICD-10-CM, only, and not to the WHO's ICD-10 or ICD-11. Also that the content of the US's ICD-10-CM is the responsibility of NCHS/CDC.
These proposals were presented and discussed at the September 2018 meeting of the NCHS/CDC ICD-10-CM Coordination and Maintenance Committee, followed by a public comment period.
Since there has been no public confirmation from NCHS/CDC that these proposals have been approved by the Director of NCHS, it is premature and potentially misleading to head this section of your report "ICD coding changes on the horizon".
I'd suggest editing the headline "ICD coding changes on the horizon" to reflect that these were proposals presented for discussion and public comment and that no NCHS/CDC decision on these proposals has been published.
