A lot of delays can be generic government incompetence/maliciousness - for example it took 2 years for my care stipend to even get looked at, which means they had no idea why I was requesting it before that point.

This is the consequence of laying off a third of the employees responsible handling these requests. Yes it does hurt disabled people a lot but it isn't specifically targeted against PwME.
