I made FOI requests (initially refused so I had to appeal) to The National Archives (TNA) in 2011. As a result, the two files were released in 2012, albeit still with a few redactions.

The first file (above) ie. the DWP file was only made available by me laboriously photographing every page individually so it's not the best quality but it is still readable. The other alternative is to visit TNA at Kew in south west London and view the file directly.

This document, called the DWP file (Department of Work & Pensions) is 235 pages long and consists mainly of correspondence from the early 1990s. It was released into the public domain in April 2012 after a successful FOI request (Freedom of Information).

The Grace Charity made this version available publicly after I succeeded in getting the file opened up via my FOI request - which was a year's worth of work.

There were "secret" copies going round before then but no one had tried using the FOI Act to get it formally released.
