    Other than the information given at the link I know no more. Sometimes authors of papers are happy to send a copy to anybody who asks, Googling their name and place of work would allow you to find their email address I would have thought, although it might be that they would be reluctant to send anything before the full paper is printed. The alternative would be to wait until it's printed and then see if Sci Hub can give you access, assuming the paper isn't an open access publication obviously.
