I was unable to renew either my passport or drivers license so no longer have photo ID which is starting to be problematic. Officially you have to surrender your license if you have a condition which means you are unable to drive, which more severe ME/CFS is. So there may be issues there. Expired passports count for a period but I’m not sure how long. I did have a Blue Badge which sometimes counts, but as it’s PIP which enabled that there’s a circular element there.Unless you already hold a full paper licence, the cheapest option's a provisional driving licence.
That was my initial thought too but looking into it, they seem to be used more widely as proof of identity.I thought the PASS card was to prove your age in pubs and so on? I'm not sure whether you can apply for it once you're past your mid-20s - not sure whether Saz is or not.
