The emergency response to such incidents had to be real "because we don't know" until later, although she cautioned employers and other responders to consider a psychogenic incident as a possibility at the outset.

Recipe for disaster, right there. Get that wrong and you could have hundreds of deaths in no time flat! Surely the correct thing to do is always to treat these incidents as real and very serious while getting people out of the building as fast as possible. The time for being annoyed with people wasting money is later.
 
What a load of old.....

Some people are far more sensitive to fumes than others.

For a couple of years I complained that I sometimes smelled gas in our house. It made feel a but sick and headachy, but the smell wasn't there all the time and no one else could smell it.

Eventually, we were replacing a built in gas hob and a guy came around to fit the new one. Naturally he wanted to check everything out before messing with mains gas. He took a look at our meter and asked if the gas was being used before shutting it off. The boiler was off and so was the gas hob, but the meter was showing a small amount of gas was being used.

Turns out there was a very small gas leak and it was likely to have been going in for years.

I have not yet checked that out.

EDIT I have now found that and checked it but the quote does not seem to be there. That is strange because my first impression was that that was where it would be.

I have definitely seen the quote in material of Hyde available on line.

I had a similar experience of being very sensitive to a very small gas leak. When the gas company guy used his meter to test for a leak it tested negative but the guy believed me and said he'd try the old tried and tested method of using strong soapy water solution over the joint in the pipe and low and behold slowly but surely a bubble appeared from where the gas was leaking and he joked if I ever wanted a job with the gas company to detect leaks they'd take me on as I was more sensitive than their meters!
