How Revolving Door Officials Shaped, Cross Validated and Closed the Official Khamisiyah Chemical Exposure Determination Despite the Evidence, 1995-2002

Abstract
The official Khamisiyah chemical exposure determination was presented as a scientific conclusion reached through investigation and independent review. The record shows otherwise. It was produced through a three-stage revolving door process spanning the CIA, the Department of Defense, and the contractor and advisory institutions connected to both.

First, the Deputy Secretary of Defense, the Director of Central Intelligence, and the Secretary of Defense used their positions to commission the modeling, define the validation process, shape the witness record, and place the personnel who would carry the work forward. Second, whether they departed or were forced out, they did so only after allies or proteges were in place to continue managing the record from inside. Third, they moved into the advisory, contractor, and oversight institutions whose later outputs ratified the conclusions first produced in government.

Each institution positioned to provide independent verification instead became a destination for the officials whose conclusions it was verifying. The result was a false official account that affected the recognition, treatment, and claims history of roughly 250,000 service members.

This paper reconstructs that record from congressional hearing transcripts, declassified CIA and DoD memoranda, SEC proxy filings, Inspector General records, and the GulfLINK primary source archive.

The central consequence is documented: the March 4, 1991 demolition of Bunker 73, which involved the larger agent inventory at Khamisiyah, was never modeled for atmospheric dispersion. Veterans present only on March 4 were classified as unexposed and placed into epidemiological control groups across decades of Gulf War illness research, biasing all studies drawing on official DoD exposure classifications toward the null hypothesis.
