For what it's worth, my approach would be as follows:
I would separate the information-seeking from the complaints.
For the information, I would contact the REC/HRA and explain that I had requested the info from both authorities and that both say they do not have it. Could they please help...
My own view is that Paterson's response is entirely understandable and that a better approach would be to contact the University Vice Chancellor's office.

I think #99 above addresses that better than I can. I just know from what they have been claiming as part of the arguments, they would claim a s12 exemption and that they would likely succeed in making it stick.

I wonder if the only way really to address this would be by a form of survey, just find out what patients feel helps them, how they feel the best way to cope is, what method they use to manage and perhaps have alongside that some activity survey as well but rather than the sf-36 type something...
