It's one of those tricksy scales where the "right" answer is sometimes no and sometimes yes. But the minimum score is still 20 apparently: "Scores in the 20 - 44 range indicate slight to no Depression." according to that site, but it's the "Normal range" according to Wikipedia.
It looks like the journal recently switched from being published by the Royal College of Psychiatrists to being published by Cambridge University Press. Apparently Google hasn't caught up yet, though based on the dates on the old site, they only stopped publishing around the new year.
BJP doesn't seem to have published an issue since December. Same for their other journals (November for some). They might be having general issues with their site ... one link was dead.
