As a side note, just had a conversation with UK family who are considering this mask to keep others away and reduce the chance of infection. Slightly bonkers, but would work. People would keep away
Family using masks, limiting locations visited, avoiding people with mountains of luggage who have obviously just arrived, especially from far east ,etc.

There is a economic hit in the works here that they are pricing in. Global supply chains are being hit hard, and demand is certainly not encouraged by yet more economic uncertainty. At least this uncertainty isn't man-made this time. How substantial the hit is may depend on the wider politics....
The statements that face masks are ineffective don't ring true to me. Insufficient, perhaps. Of no effect, not true.
That's preemptive panic reduction PR IMO. People running around with masks reduces the 'feel food factor' economically, with timing that doesn't bode well for economic pressures...
I am sure that I read of local Chinese officials who later withdrew false reporting statistics, that misrepresented their outbreaks in a positive light to look good to central authorities.
Classic behaviour that will hopefully be disciplined out of practice due to the global spotlight on China...

I also worry about India if that fecal issue is true. If you plot a scatter chart of poverty vs outdoor defecation, there is a massive correlation between getting richer...
